Founder & CEO

Angela Anderson is the Founder and CEO of the #1 HR Expert, which she started back in 2009. Prior to starting the #1 HR Expert, which was formerly Outstanding Care Agency, she was in the Human Resources field as an executive for over 15 years in various industries.

When she started the business, she wanted to be different from every other staffing agency. She had used staffing agencies when unemployed, and her experience was always unpleasant. She felt the agencies lacked CARE when dealing with their candidates. At the #1 HR Expert, you won’t just be a number. Our mission is to build successful lasting relationships with our candidates. Our candidates will receive exceptional customer service, job development (resume writing, interview techniques, and skill assessments), and are able to join our outstanding HR Training Courses.

Under Angela’s strategic leadership, the #1 HR Expert has become an impressive “Niche” HR Staffing & Recruiting firm. She has set up a strong foundation and has forged great relationships with clients nationwide. She combines both a strategic vision and drive that has allowed her to develop a reputation for quality, integrity, innovation and the willingness to always go the extra mile for clients and candidates. Angela has always prided herself on the agency’s reputation for being the best and providing exceptional service.

Angela Anderson is currently serving as an Advisory Board Member for Deaf Ability Resource. She provides Human Resources advice and guidance to the non-profit organization. She holds a Master’s degree in Business Administration with the University of Phoenix and will continue to be an avid learner.



Delione Frye

Recruiting Manager 

Delione brings years of experience in recruitment procedures, from sourcing to hiring, managing a team of recruiters, and identifying high-potential candidates. Ultimately, helping our team grow with qualified employees and achieve our business goals. Delione’s primary focus is to continually build talent pipelines for current and future job openings to help drive business results. He has daily oversight of managing, training, and evaluates our team of recruiters. He oversees all stages of the candidate’s experience (including application, interviews, and communication) An adept researcher, he also keeps abreast of industry trends and challenges and provides business intelligence to the company.

He leads a team responsible for  participating in and hosting recruitment events to drive awareness of our company.

Nicole K Jones

Director of Business Development

Nicole, has 18 years of mentoring, coaching and consulting experience in higher education. Her extensive business skills creates a distinctive brand of instruction, based upon practicing the disciplines she teaches with her Bachelors in Business Management, Master’s in Psychology and Masters in Adult Education and Training. Creating strategies, planning and problem solving that provides an analysis of new or existing practices of the business and make recommendations for improvements. Creating long-term value for the business to identify, nurture and acquire new clients and business opportunities to drive growth and profitability from customers, markets, and relationships. Developing ideas, initiatives and activities aimed towards making the business greater.
